- Quorum was reached so meeting could proceed
- Jerry Mylet called the meeting to order at 7:05 PM. Michael Vest welcomed all members.
- Approval of 2021 Meeting Minutes – Sandy McCoy approved, Jon Wissler seconded. All were in favor and there were no oppositions.

- Tribute to Bettianne Goetz – Bettianne has been active and instrumental in her 52 years on Interlachen Lane. She is moving to Portland and her regular presence will be missed. Mike presented a plaque to her, as the HOA honored her service.

- 2022-2023 Board Members were introduced by Jerry. There was a vote to approve the following noted by italics which will be new two year terms. All were in favor, there were no oppositions.

- Social Commissioner – Vacant. There was a discussion (during break, sorry Robert’s Rules) that perhaps one/a couple of the teenagers in the neighborhood could take on this role. Yes, we are talking about your teen…
Since the Social Commissioner role is still vacant, Debbie announced the details of the upcoming Easter Egg Hunt at Welsh Park. Please contact Debbie if you are interested in helping with the traditional social events during the year:

- Reports
- Rob Johnson – IWPUD. Rob gave some history and details about the water, subdistricts, wells, and aquifers. He reminded us that our water is tested monthly, does not require chlorine because of its high quality, and only draws on the Fairview water system in power outages and twice-a-year flushes. They have a good intergovernmental relationship with Rockwood PUD. This is volunteer run and the 5 board members and many volunteers are needed to maintain IWPUD.
- Deborah Weaver – FLOPA. MCDD is monitoring and keeping access open to the pump so flooding is under control at the moment. Money is put aside for potential weed treatment. There is a facebook page for FLOPA, but the webpage is no longer running due to cost and it was not utilized.
- Tom Burns – Parks and Roads. Tom gave a brief history of paving the one lane road (easement). He noted that we are financially in good shape, as $5k is allocated each year into the road fund and we are now at $30k. The last bid he received to redo it was $80k, but that is not needed at this time. The park is in great shape. He thanked the young men who helped fix the bridge on the playground recently.
- Roxanne Redwine – Treasurer. The Treasurer’s Report was provided to all members. Some highlights that were pointed out:
2021-2022 Budget Recap
1) There was a $1500 carryover from the attorney retainer, 2) There was $5600 in Park Equipment Maintenance with a tree removal cost of $4k, 3) $10k was allocated to Road Reserve vs the usual $5k, 4) $895 cost of tree trimming was expensed from the road reserve,
5) $8500 was reimbursed by Metro for the HOA taking over the Blue Lake SolarBees, and 6) Since we did not have to pay for water fills that year we used our excess Blue Lake reserves to cover the first year for the repair and maintenance contract for the SolarBees.
2022-2023 New Budget
1) Budget Income is predicted to be the same as last year, 2) $6k is allocated for attorney fees, 3) Blue Lake Reserve has a carryover of $4k (She clarified that only Blue Lake Homeowners pay into this reserve) and we voted in 2022 to increase the Blue Lake assessment by $100 for a total of $250, 4) We did not allocate the usual $5k to Road Reserve and instead budgeted for $5K in road expenses this year (painting, sweeping, potholes and
tree removal) noting we did allocate $10K last year, and 6) We did allocate $1,000 for the Centennial celebration planned for the year 2030.
(Tom took this time to encourage Interlachen HOA members to also belong to FLOPA .
A discussion of Interlachen HOA/FLOPA memberships, Blue Lake/Fairview Lake fees, and advantages of being in both followed.)
The 2022-2023 budget is balanced.
A motion was made to approve the budget by Ernie Brawley and it was seconded by Rob Johnson. All voted in favor, there were no oppositions.
- Addendum to Bylaws – Michael Vest. Mike clarified the intention of the Addendum that was emailed out in advance. Due to a rental property on Blue Lake that was disruptive to the neighborhood, it was fortunate that Multnomah County has existing restrictions on non- homeowner occupied short-term rentals. He clarified that anything longer than 30 days is not considered short-term and there are no rules against that. However, new and current homeowners will be held to Multnomah County’s existing Land Use Restrictions. This Addendum will make it clear for the next leadership board and makes a mechanism for future addition of line items to the bylaws. Mike also noted that we need to maintain a good relationship with our east county commissioner, so we are apprised of any changes to the County Code. Tom stated that Realtors should know about the HOA rules and Alice/new member noted that the Interlachen HOA website was provided to them by their Realtor prior to the purchase of their home. No similar problems are known on the Fairview Lake side. Motion to approve Addendum by Ernie Brawley, seconded by Joe Horton. All votes were in favor, there was no opposition.
- Member Discussion Q & A.
- One member asked about the dumping problem at NE Interlachen and Marine Drive and if we have a plan as a neighborhood to mitigate dumping and potential homeless issues. Mike clarified that the south and west side of the area is under City of Gresham jurisdiction, while Metro is responsible for the north and east area. Tom pointed out that there are no dumping/no parking signs posted and that any problem vehicle has been removed in a timely manner.
- Another member asked about the construction at the aforementioned intersection and learned it was to supply water to the houseboats on the north side of Marine Drive.
- Someone asked about the trailers and motorhomes at a residential home near the corner of Blue Lake and Interlachen. Multnomah County code limits a property to five vehicles. Since a trailer is not considered a vehicle, so this property is likely in compliance.
Jerry adjourned the meeting. The exact time was not documented.
A Blue Lake Discussion Q & A occurred after the HOA meeting adjourned, so that members who were interested were invited to stay longer. This was to discuss Metro’s recent announcement about lake use, in particular boating restrictions that were proposed. Notes from this session are not included here. A small and fearless Blue Lake Discussion Team had multiple follow up meetings with Metro after many homeowners sent letters and Emails.
Thank you to everyone who took the time to do so, as the “May 1st” date is no longer effective. More volunteers will be needed going forward.
