- A quorum was reached, so the meeting could proceed and was called to order at 7:03 PM
by Michael Vest, who welcomed all members. - Approval of 2022 annual meeting minutes – John Wissler made a motion to approve, Sheri
Parshall seconded, and all voted in favor. - In Memoriam:

- Reports:
A) Lori Stegmann, our Multnomah County Commissioner, was present and stated that she
has 1.5 years remaining in her position. She explained that on 04/29/23, the executive
budget will be released. There will be 3 public hearings (both in person and virtual), but she
also welcomes members to email her if interested: 503-988-5213 and
district4@multco.us). She reported that: 1) the Burnside Bridge earthquake preparedness
issue is a very important issue for the County to ensure access across the river if a natural
disaster were to occur, 2) A flagship East County Library at Eastman Pkwy/Division. It will
be 95,000 sq.ft. and will accommodate community meeting spaces and a recording studio,
in addition to the services and businesses that a public library brings to a neighborhood, 3)
There are talks for a Resilience Hub, a building for back up power which will incorporate
power microgrids and be solar powered. The East County Homeless Service Center could
double as a Resilience Hub (It currently offers legal services and emergency shelter near
192nd/Stark), and 4) Also notable is the concept of Data Resilience and the County is
working on an application portal for services people don’t know about and will offer access
to resources available.
She welcomed questions from members.
- Re: boat ramp at Blue Lake Park. She stated that Multnomah County does not have control
over Metro. One member commented that as our elected representative, we need her to
advocate for us with Metro and she welcomed members again to email her (email above). - Re: when will County workers go back to the office, in reference to answering phones and
being available for County customer service, permit approval, etc. She said that essential
staff are already there. She can look into any specifics, but she does not believe that the
Chair has plans in place to mandate employees come in and it is up to Department
Managers. - Re: Removal of trash and cars along Marine Drive. There is a joint Office of Homeless
Services with Portland (mainly running a homeless shelter), but Metro is responsible for
removal of trash and abandoned vehicles.
B) Bob Dolphin/FLOPA Liaison
-Bob announced that they will start raising the lake on 04/24/23 and it should take ~seven days
to fill. They are hopeful for a light and late bloom (mid-July or August) and will wait until the
weeds are at last 12” tall before they treat with Diquat.
-The boat ramp will cost ~$6500 to pave and they hope to pave up past the pump house
building.
-He noted that they have an active Social Chair, so expect fun activities like the July 4 parade,
wine tasting, and boat parties.
-He asked neighbors to direct safety lighting downward, toward property and not outward…to
decrease light pollution for neighbors.
-A member questioned whether FLOPA has any rules or enforcement about invasive species
on public watercraft/SUPs. He said that other than signage and a $10 invasive species permit,
no. OSMB has resources for cleaning watercraft, but not removal of species.
C) Dave Richardson/IWPUD
-Dave mentioned IWPUD’s mantra several times: “Keep the water flowing.” Their operating
budget is stable, so they hope that 2024 water fees will remain the same.
-He reiterated that there are four wells, five volunteers, and monthly/yearly/every three year
testing for water quality.
-The number of system flushes has been increased from once/year to twice/year.
-They have been successful with their response to power outages by taking care of it ASAP
and redirecting water from another well or from the Fairview system, if needed. He also urged
members to notify your area volunteer ASAP if you notice a decrease in water pressure.
-Well #1’s electrical system has been upgraded (Fun fact: It goes out the most and is on a
separate power monitor). Well #3 was leaking, but now it has a new roof. Well #4 had an old
pump (that lasted 40-45 years!), so it has a new pump now.
-He states that for every $1 spent, IWPUD produces 500 gallons of water.
D) Tom Burns/Parks and Roads
Tom, after eight years, is resigning from the Board. His farewell was brief: “Parks and Roads
are in great shape with Yuval’s help!” Thank you, Tom!
E) Treasurer Report/Interim Treasurer, Michael Vest
Roxanne Redwine Baker, after four years and moving us onto an online accounting system,
has resigned from the Board. Thank you, Roxanne! Mike Vest now wears three hats (Board
President, IWPUD volunteer, and Interim Board Treasurer…so please consider volunteering!),
but he wears them well and with style.
i) 2022 Budget – Mike thanked the Board and Roxanne for having such a well-managed
budget last fiscal year. A $40K CD was established at Advantis Credit Union at 3.75% that
is designated for Road Reserve. The interest earned will be the equivalent of six HOA
payments/year.
ii) 2023 Budget Proposal – Mike went over next year’s budget in detail. Sheri Parshall made a
motion to approve, Diane Wohler seconded, and all voted in favor.
A question by a member was if we were successful in enforcing all homeowners to pay dues,
what the difference would be financially. Mike informed us that it would be approximately $17K
in additional funding. Thank you to everyone who pays dues and sees value in the HOA for our
community.
(Encourage neighbors to become active members so the Board can continue to do the good
work that it does).

Alice Capitano – Diane Wohler made a motion to approve, Ann Pernichele seconded, and all
voted in favor.
Chase Ferris – Diane Wohler made a motion to approve, Jerry Mylet seconded, and all voted in
favor.
John Wohler – Alice Capitano made a motion to approve, Debbie Weaver seconded, and all
voted in favor.
Deborah Weaver – Alice Capitano made a motion to approve, Jerry Mylet seconded, and all
voted in favor.
Sheri Parshall made a move to accept the proposed Board Members, Diane Wohler seconded,
and all voted in favor. The Board will decide which positions will be filled by Alice, Chase, John,
and Deborah. Thank you, 2023 HOA Board members!
A question by a member was whether the position of Treasurer should be a paid position since
it is a difficult one to fill. Mike Vest stated that the Board would consider it. - Member Discussion and Q&A
-There will be an up to 5 x 32 gallon haul away for spring cleaning/garbage by Twelve Mile
Disposal Services in the week of 05/15 (so 05/17/23 for us).
-Also, you can dispose of up to two yards of yard debris at Allwood Recycling (Look for the
coupon in the May 2023 Fairview Flier. Likely will need to show the coupon and ID/address).
-Potholes on the single lane of Interlachen Lane will be fixed when the weather dries out.
-A member asked about the video cameras at the park and if there should be more cameras
installed around the neighborhood. Discussion followed that the cameras in the park are not
functioning/need to be replaced and maintained, but members questioned whether having
cameras would deter criminals (compared to good lighting and being vigilant neighbors). We
will discuss this issue further as a Board.
-Another member asked about the black Jaguar that has been parked for months on the west
end of Interlachen Lane. It is believed to belong to the West family and Mike will contact the
Wests about it.
-A suggestion for having a gate with a code on either end of the single lane of Interlachen Lane
(to deter through traffic) was revisited by a member. Tom Burns commented that it has been
researched in the past…but because it is considered a County road for access, a gate is not
possible. He welcomes someone to look into it again.
-Comments that this meeting was well run and succinct. It reflects well on this year’s HOA
Board and its fearless leader, Mike Vest.
Meeting was adjourned at 8:43 PM by Alice Capitano with the gavel (I have always wanted to
do that)!
